During the months of November through April, residential sewer consumption is based on the water consumption. For example, if you use 5,000 gallons of water, you’re billed for 5,000 gallons of sewer.
During the months of May through October, however, utility bills are calculated using the Winter Averaging system. People are watering their lawns, filling swimming pools, washing cars, etc., and we realize that not all of the water used goes down the drain into the sewer system. Therefore, residential sewer consumption is based on the previous winter’s average water consumption. We take the monthly water consumption of your bills from November through April, calculate an average, and that’s what the sewer consumption is based on all summer long. Sewer averages are recalculated each year. If your water consumption is less than your sewer average, your sewer will be based on the water consumption – your sewer consumption will never be larger than your water consumption.
